EOSC e Infrastrutture per la Ricerca: le Sfide Giuridiche dell'High Performance Computing

Ludovica Paseri è dottoranda del LAST-JD Joint International Doctoral degree program in “Law, Science and Technology”, presso l'Alma Mater Studiorum, Università di Bologna, in cotutela con la facoltà di Informatica dell'Università del Lussemburgo.

Si è laureata in Giurisprudenza presso l'Università degli Studi di Torino e ha frequentato un Master post-laurea in Diritto della protezione dei dati personali, presso il Dipartimento di Giurisprudenza dell'Università di Torino. Ludovica ha portato a termine il praticantato per la professione forense, svolto presso lo studio “Sciolla e Viale” di Torino, specializzato in diritto amministrativo. I suoi principali interessi di ricerca sono il Cloud Computing, le politiche di Open Science dell'UE, la governance dei dati della ricerca scientifica, il diritto alla privacy e alla protezione dei dati personali.

Ludovica Paseri is a PhD candidate at LAST-JD Joint International Doctoral degree program in “Law, Science and Technology”, at the Alma Mater Studiorum, University of Bologna, in cotutelle with the University of Luxembourg, faculty of Computer Science.

She graduated in Law at the University of Turin and attended a postgraduate Master in Data Protection Law, at the Department of Law, University of Turin. Ludovica has completed the internship as trainee lawyer in an Administrative Law firm and her main research interests are Cloud Computing, EU Open Science policies, scientific data governance, privacy and data protection law.

 

ABSTRACT

Le polices europee in materia di Open Science sono strettamente correlate alla più ampia “European Cloud Initiative” del 2016, a partire dalla quale inizia anche a prendere forma l’European Open Science Cloud (EOSC). La “European Cloud Initiative” prende anche in considerazione lo sviluppo delle infrastrutture di ricerca necessarie per la piena attuazione dei progetti Open Science: l'High Performance Computing (HPC), il calcolo ad alte prestazioni, per scopi di ricerca scientifica è altamente incoraggiato. L'implementazione di piattaforme HPC a beneficio di università e centri di ricerca comporta un gran numero di vantaggi ma anche alcune sfide dal punto di vista giuridico. Il contributo mira a descrivere il legame tra Open Science, EOSC e HPC, concentrandosi, infine, sulle sfide giuridiche connesse al calcolo ad alte prestazioni.

The European Open Science projects find their place in the wider European Cloud Initiative. This Intiative also takes into account the development of the research infrastructures necessary for the full implementation of Open Science projects: High Performance Computing for scientific research purposes is highly encouraged. The implementation of HPC platforms for the benefit of universities and research centers entails a great number of advantages but also some legal challenges. The paper aims to describe the link between Open Science, EOSC and HPC, focusing, finally, on the legal challenges of the latter.
