ABSTRACT

La razionalizzazione della spesa della Pubblica Amministrazione ha portato allo sviluppo di programmi di acquisto centralizzato al fine di costruire economie di scala nell'approvvigionamento cercando di contrastare al tempo stesso fenomeni di corruzione. In questo contesto, le Università sono state assimilate largamente alle altre Pubbliche Amministrazioni nonostante solo la parte di gestione amministrativa abbia analogie nel funzionamento. Le attività di didattica e ricerca universitaria presentano peculiarità uniche nell'acquisizione di apparati e servizi. Purtroppo, questa specificità non è riconosciuta, soprattutto in aree in cui vi è una sovrapposizione di categorie merceologiche come, ad esempio, per il settore ICT: computer, portatili, server e apparati di rete utilizzati nella ricerca sono solo apparentemente comuni a quelli utilizzati dal resto della PA. Inoltre, l'onere delle procedure, resesi necessarie per non utilizzare i canali normativamente privilegiati, incide sui tempi in cui è possibile ottenere apparati e software che soffrono di un alto grado di obsolescenza ma che sono divenuti ormai centrali praticamente per tutte le aree disciplinari della ricerca. Da oltre dieci anni la CRUI supporta gli Atenei, le Aziende Ospedaliere Universitarie, gli Istituti di alta formazione e i Centri di Ricerca, in alcuni processi di approvvigionamento nell'ambito della normativa vigente per la PA

Rationalization of Public Administration spending has led to the development of centralized acquisition programs in order to benefit of nation-wide scale in procurement, contributing to reduce corruption risks in the process. National regulation assimilates Universities to other public administrations despite the different nature and goal of the organization, which shares only the administrative processes with a Ministry or any other public office. Research and teaching activities are highly affected by equipment and services procurement process and timing. Unfortunately, this specificity is not recognized by the current legal framework, especially in areas where there is some overlap in goods and services categories such as, for example, the ICT sector: servers, desktop PCs, laptops, storage, and network equipment used in research are only apparently similar to those used by the rest of the PA. Moreover, the procedural overhead to circumvent ordinary procedures significantly affects the time needed to get the required equipment or software at risk of obsolescence strongly affecting any research discipline with a potential performance impact. For over ten years, CRUI has been supporting universities, university hospitals, higher education institutes and research centers in some procurement processes within the framework of current legislation for the PA, in order to speed up the process.
